<p class="gnt_ar_b_p">The real estate development group in late February celebrated the final beam placement in what it’s calling Campbell Crossing, <a class="gnt_ar_b_a" href="https://www.heraldnews.com/story/news/2025/02/24/new-apartments-in-downtown-fall-river-zoning-okd-for-building/79861792007/" target="_blank" rel="noreferrer noopener" data-t-l=":b|e|k|⚑u">a 52-unit apartment building coming to Bedford Street</a>.</p>
<p class="gnt_ar_b_p">“Now all that steel is in place,” said Melanie Cordeiro, vice president and chief marketing officer for The Cordeiro Group. “It’s all moving along. We’re actually five weeks ahead of schedule.”</p>
<p class="gnt_ar_b_p">The group on Feb. 20 invited public officials and workers to sign the last beam as it was put in place, including Mayor Paul Coogan, state Rep. Carole Fiola, architect David Andrade and others.</p>
<h2 class="gnt_ar_b_h2">What was at the Campbell Crossing site?</h2>
<p class="gnt_ar_b_p">The building occupies about two-thirds of a block between 7th and 8th streets, and is aimed at bringing <a class="gnt_ar_b_a" href="https://www.heraldnews.com/story/business/real-estate/2025/07/15/fall-river-affordable-housing-stock-mill-developer-hamzanlui/84537046007/" target="_blank" rel="noreferrer noopener" data-t-l=":b|e|k|⚑u">market-rate housing in a modern apartment setting</a> to a neighborhood unused to it.</p>
<p class="gnt_ar_b_p">It’s also creating a five-story building on a spot that’s been asphalt for decades.</p>
<p class="gnt_ar_b_p">The site at 295 Bedford St. was previously a parking lot; part of the property was once the home of used car dealer Cantin’s Clunkers, while another section was auto body shop Jeronimo’s Collision Center on 7th Street.</p>
<p class="gnt_ar_b_p">In August 2025, the Cordeiro Group <a class="gnt_ar_b_a" href="https://www.heraldnews.com/story/news/2025/08/29/fall-river-housing-developer-gets-2-5m-in-state-funding/85873562007/" target="_blank" rel="noreferrer noopener" data-t-l=":b|e|k|⚑u">received $2.5 million in state tax credits to help build Campbell Crossing</a> as part of the the <a class="gnt_ar_b_a broken_link" href="https://www.mass.gov/info-details/housing-development-incentive-program-hdip" target="_blank" rel="noreferrer noopener" l=":b|z|k|⚑u">Housing Development Incentive Program,</a> a program that aims to spur development of market-rate housing in Gateway Cities like Fall River.</p>
<h2 class="gnt_ar_b_h2">New apartment building shows focus toward larger apartments</h2>
<p class="gnt_ar_b_p">Campbell Crossing will be five floors, with commercial space on the ground floor as well as about 8,000 square feet for Community Connections, which will run an adult daycare facility.</p>
<p class="gnt_ar_b_p">“Levels 2 to 5 will be the residential units, a total of 52 units,” Cordeiro said.</p>
<p class="gnt_ar_b_p">Of those, four units will be three-bedroom apartments, 13 will be two-bedrooms, and 35 will be one-bedrooms. Cordeiro said the company has been moving away from constructing smaller apartments and thinking bigger, due to customer demand.</p>
<p class="gnt_ar_b_p">“We had been doing smaller units for the last two buildings, which was the International Ladies Garment Workers’ Union building. That was studios with a couple of one-bedrooms,” she said. “And then the Merrill Building that we had just completed and opened in September of 2025, was predominately studio with some one-bedroom units.</p>
<p class="gnt_ar_b_p">“Now we’re seeing during the rental process … that larger units are more in demand, so that is why we are not going to shift focus,” she said. “We are done with studio units.”</p>
<p class="gnt_ar_b_p">Among amenities for renters will be a community game room and a fitness center. Rental units will contain in-unit laundry machines.</p>
<p class="gnt_ar_b_p">“Now we’re seeing during the rental process … that larger units are more in demand, so that is why we are not going to shift focus,” she said. “We are done with studio units.”</p>

<h2 class="gnt_ar_b_h2">Downtown apartment strategy</h2>
<p class="gnt_ar_b_p">The Cordeiro Group in recent years has been executing a strategy of filling Fall River with market-rate apartments, all within easy walking distance of each other, shops, dining, and public transit — a plan that Anthony Cordeiro has dubbed <a class="gnt_ar_b_a" href="https://www.heraldnews.com/story/news/2024/05/09/developer-plans-102-unit-market-rate-building-in-downtown-fall-river/73616976007/" target="_blank" rel="noreferrer noopener" data-t-l=":b|e|k|⚑u">an effort to take “the darkness” out of the downtown</a>.</p>
<p class="gnt_ar_b_p">The company has committed tens of millions of dollars to renovating buildings and erecting others, and filling them with professional, urban young people in a cluster of upscale, amenity-rich pet-friendly apartment complexes they’ve dubbed Downtown Lofts, including the Benjamin &amp; Nathan, Trolley Square, Garment Workers’ and Merrill buildings. It also developed and runs Commonwealth Landing on Davol Street.</p>
<p class="gnt_ar_b_p">The company is also the process of <a class="gnt_ar_b_a" href="https://www.heraldnews.com/story/news/2026/02/27/old-fall-river-school-destroyed-in-fire-to-be-demolished-for-housing/88887978007/" target="_blank" rel="noreferrer noopener" data-t-l=":b|e|k|⚑u">building more market-rate apartment buildings at the site of the former Silvia School</a> and at 60 Hartwell St., within blocks of downtown.</p>
<p class="gnt_ar_b_p">Market-rate apartments generally cater to three demographics: empty-nesters downsizing from houses, young professionals moving to the city, and other renters looking for more amenities than are founding Fall River’s traditional apartment stock of aging triple-deckers. Anthony Cordeiro has said his buildings fill up with tenants quickly.</p>
<p class="gnt_ar_b_p">Melanie Cordeiro said the Campbell Crossing building will be named after her cousin, Campbell Cordeiro.</p>
<p class="gnt_ar_b_p">“These projects, they’re deeply personal for us,” she said. “We’ve long believed in Fall River. It’s not just a place we do business, but it’s a place we call home.”</p>

										<content:encoded><![CDATA[<p class="gnt_ar_b_p">The Anthony F. Cordeiro Charitable Foundation has awarded $15,500 in grants to five local nonprofits, according to a community announcement.</p>
<p class="gnt_ar_b_p">The grants support organizations focused on improving the lives of people and animals in Southeastern Massachusetts. Since its inception in 2018, the foundation has awarded more than $290,000 to dozens of organizations.</p>
<p class="gnt_ar_b_p">The latest round of grants was announced at the AFC 2026 Gala on Jan. 31, 2026, at the Venus de Milo in Swansea.</p>
<p class="gnt_ar_b_p">The foundation provides funding to nonprofit organizations serving communities in Southeastern Massachusetts and Rhode Island. Its mission is to support families and children by increasing access to vital resources, including health and mental health services, food and shelter. Awards are granted twice per year to area nonprofits that share this mission.</p>
<p class="gnt_ar_b_p">The five grantees and their awards are:</p>
<ul class="gnt_ar_b_ul">
<li class="gnt_ar_b_ul_li">Angels Anonymous (Fall River): $5,000 will provide perishable and non-perishable food to supply its food pantry, which serves more than 300 families each month.</li>
<li class="gnt_ar_b_ul_li">Dignity Matters (Westborough): $3,500 will fund the purchase of 42,000 menstrual pads, providing 146 girls and women with a full year of menstrual care.</li>
<li class="gnt_ar_b_ul_li">Firehouse Dogs (Fall River): $2,500 will help cover tuition, essential training equipment and vehicle upgrades for Sophie, the Fall River Fire Department’s comfort dog, to become a certified search and rescue K-9.</li>
<li class="gnt_ar_b_ul_li">Animal Rescue League of Fall River: $2,500 will replace outdated cat cages with modern, multi-level cat condominiums as part of the Purrfect Spaces Project.</li>
<li class="gnt_ar_b_ul_li">Katie Brown Education Program (Fall River): $2,000 will fund relationship violence prevention programming for local LGBTQIA+ and gender-nonconforming youth, groups that are disproportionately affected by intimate partner violence.</li>
</ul>
<p>“Our grantees do extraordinary work every day to improve the lives of people and animals across our communities,” said Melanie Cordeiro, executive director of the Anthony F. Cordeiro Foundation, according to the announcement. “We are proud to stand behind these five organizations and support the vital work they do. Congratulations to our Second-Round of 2025 grantees.”</p>
<p>Grants are funded by individual donations and proceeds from the foundation’s annual winter gala and golf tournament. The 21st annual Anthony F. Cordeiro Charitable Golf Tournament will be held at Lake of Isles at the Foxwoods Resort and Casino on Aug. 18, 2026.</p>
<p class="gnt_ar_b_p">“The impact our grantees have on communities around Southeastern Massachusetts and Rhode Island is nothing short of remarkable,” said Anthony F. Cordeiro, founder of the foundation. “The need has never been greater, and we are deeply proud to support their work. Thank you as well to our donors, Founders’ Circle members, local business owners, friends, and neighbors, whose generosity enables us to address critical and emerging needs in our communities.”</p>
<p class="gnt_ar_b_p">The Cordeiro Foundation is currently accepting applications for the first round of funding for 2026. Nonprofit organizations in Southeastern Massachusetts and Rhode Island whose mission aligns with that of the foundation are invited to apply. Applications are due June 30, 2026.</p>

<p class="gnt_ar_b_p">“We are not keeping any remaining part of the school,” Cordeiro said. “We are demolishing completely to ground level.”</p>
<p class="gnt_ar_b_p">The demolition is scheduled to occur within 10 days, she said.</p>
<p>The dilapidated former elementary school on Hartwell Street caught fire March 1, 2025, and <a class="gnt_ar_b_a" href="https://www.heraldnews.com/story/news/fire/2025/03/04/investigation-into-fire-damaged-silvia-school-in-fall-river-underway/81176296007/" target="_blank" rel="noreferrer noopener" data-t-l=":b|e|k|⚑u">was quickly considered a lost cause</a> — it had long been condemned and was a nuisance property the city struggled to unload. Days after the fire, <a class="gnt_ar_b_a" href="https://www.heraldnews.com/story/news/fire/2025/03/10/silvia-school-fire-fall-river-ma-arson-investigation-four-juveniles-arrested/82231191007/" target="_blank" rel="noreferrer noopener" data-t-l=":b|e|k|⚑u">four juveniles were arrested and charged with arson;</a> due to the defendants’ ages, their case status is unknown.</p>
<p>The main building, which was hit by the fire, <a class="gnt_ar_b_a" href="https://www.heraldnews.com/picture-gallery/news/2025/05/01/fall-rivers-former-silvia-school-damaged-in-fire-being-demolished/83330230007/" target="_blank" rel="noreferrer noopener" data-t-l=":b|e|k|⚑u">was torn down in April 2025</a>. The upcoming demolition will take down another building on the property that remained standing.</p>
<h2 class="gnt_ar_b_h2">What will the new Silvia School property look like?</h2>
<p class="gnt_ar_b_p">Developer Anthony Cordeiro acquired the Silvia School property in January 2026 for $205,000. His development company has considered the land <a class="gnt_ar_b_a" href="https://www.heraldnews.com/story/business/real-estate/2025/09/19/fall-river-market-rate-housing-demand-soars-developer-eyes-expansion/86209720007/" target="_blank" rel="noreferrer noopener" data-t-l=":b|e|k|⚑u">part of its longterm strategy to create more market-rate housing around the city’s downtown area for young professionals and empty-nesters.</a></p>
<p class="gnt_ar_b_p">“We are doing a six-story building,” Melanie Cordeiro said.</p>
<p class="gnt_ar_b_p">The new building will contain 49 apartments, she said, including 29 one-bedroom apartments and 20 two-bedroom apartments.</p>
<p class="gnt_ar_b_p">Cordeiro said the company, which has developed other market-rate apartment properties in the area with one-bedroom and studio units, is refocusing its development strategy to build larger apartments.</p>
<p>The property can accommodate 98 parking spaces onsite. However, Cordeiro said, the company will seek a zoning variance in mid-March to allow one parking space per unit; the remainder will be used for residents at another Cordeiro apartment project to be built “somewhat simultaneously” down the block at 60 Hartwell St.</p>
<p class="gnt_ar_b_p">Once what’s left of the Silvia School is demolished, Cordeiro said, construction will begin “right away.”</p>
<p class="gnt_ar_b_p">“We’re hoping in the upcoming months, hopefully by summer, that there will be some action at the Silvia School,” she said.</p>
<h2 class="gnt_ar_b_h2">What happened to the former Silvia School?</h2>
<p class="gnt_ar_b_p">The former Frank M. Silvia School was built in 1902. It has been vacant since 2003, with a new Silvia School constructed on Meridian Street.</p>
<p class="gnt_ar_b_p">The building began to deteriorate with disuse. Around 2017, the City Council sold the building to real estate developer and businessman David Hebert, on the promise to redevelop the property into a boutique hotel and restaurant. After those plans did not materialize, a reverter clause allowed the city to retake the property in 2024.</p>
<p class="gnt_ar_b_p">The city attempted to resell the property for $20,000 shortly afterward, but a flaw in the bidding process canceled any progress. The fire destroyed the building while it was under city ownership.</p>

<p class="gnt_ar_b_p">“Elevate your pet’s lifestyle” is the slogan for Downtown Lofts, <a class="gnt_ar_b_a" href="https://www.heraldnews.com/story/news/2025/08/29/fall-river-housing-developer-gets-2-5m-in-state-funding/85873562007/" target="_blank" rel="noreferrer noopener" data-type="link" data-id="https://www.heraldnews.com/story/news/2025/08/29/fall-river-housing-developer-gets-2-5m-in-state-funding/85873562007/" data-t-l=":b|e|k|⚑u">a suite of apartment buildings the Cordeiro Group has been creating</a>. The Cordeiros have been steadily filling downtown Fall River with <a class="gnt_ar_b_a" href="https://www.heraldnews.com/story/news/2025/07/08/fall-river-school-hit-by-arson-could-be-sold-to-developer-cordeiro/84511890007/" target="_blank" rel="noreferrer noopener" data-type="link" data-id="https://www.heraldnews.com/story/news/2025/07/08/fall-river-school-hit-by-arson-could-be-sold-to-developer-cordeiro/84511890007/" data-t-l=":b|e|k|⚑u">market-rate apartments</a> to fill the city’s housing shortage, creating a successful multimillion-dollar real estate empire.</p>
<p class="gnt_ar_b_p">Cats, oddly enough, are crucial to that success. Not just those cats — all cats. Dogs, too.</p>
<p class="gnt_ar_b_p">It’s not the only reason, of course. In recent years, the company has committed tens of millions of dollars to reviving the city’s downtown, filling buildings with professional, urban young people in a cluster of upscale, amenity-rich market-rate apartment complexes they’ve dubbed Downtown Lofts. Between the Benjamin &amp; Nathan, Trolley Square, Garment Workers’ and Merrill buildings — all within walking distance of downtown shops and <a class="gnt_ar_b_a" href="https://www.heraldnews.com/story/business/transportation/2025/07/22/fall-river-new-bedford-bus-line-fare-free-through-june-2026/85316518007/" target="_blank" rel="noreferrer noopener" data-type="link" data-id="https://www.heraldnews.com/story/business/transportation/2025/07/22/fall-river-new-bedford-bus-line-fare-free-through-june-2026/85316518007/" data-t-l=":b|e|k|⚑u">near public transit</a> — they’ve filled about 100 units.</p>
<p class="gnt_ar_b_p">Other <a class="gnt_ar_b_a" href="https://downtownloftsfallriver.com/" target="_blank" rel="noreferrer noopener" data-type="link" data-id="https://downtownloftsfallriver.com/" data-t-l=":b|z|k|⚑u">Downtown Lofts</a> projects close by, <a class="gnt_ar_b_a" href="https://www.heraldnews.com/story/news/2025/02/24/new-apartments-in-downtown-fall-river-zoning-okd-for-building/79861792007/" target="_blank" rel="noreferrer noopener" data-type="link" data-id="https://www.heraldnews.com/story/news/2025/02/24/new-apartments-in-downtown-fall-river-zoning-okd-for-building/79861792007/" data-t-l=":b|e|k|⚑u">one of which broke ground this week</a> and <a class="gnt_ar_b_a" href="https://www.heraldnews.com/story/news/2024/05/09/developer-plans-102-unit-market-rate-building-in-downtown-fall-river/73616976007/" target="_blank" rel="noreferrer noopener" data-type="link" data-id="https://www.heraldnews.com/story/news/2024/05/09/developer-plans-102-unit-market-rate-building-in-downtown-fall-river/73616976007/" data-t-l=":b|e|k|⚑u">others planned for next year</a>, will see about 200 more apartments coming online. Cordeiro said he will have no trouble filling them.</p>
<p class="gnt_ar_b_p">“Right now, the family’s committed to about $80 million,” said Anthony Cordeiro, head of the company and patriarch of the Cordeiro family, which includes his daughters, Merrill and Melanie, who both work with him. “We’re building buildings hopefully that last for a long, long time.”</p>
<h2 class="gnt_ar_b_h2">Leaning in to pet-friendly living</h2>
<p class="gnt_ar_b_p">Cordeiro said he grew up in tenement housing. That’s how Fall River flourished once upon a time — as the stereotype goes, three-families once built for low-wage mill workers with crowded street parking and a cantankerous landlord on the first floor.</p>
<p class="gnt_ar_b_p">But <a class="gnt_ar_b_a" href="https://www.heraldnews.com/story/business/real-estate/2025/07/15/fall-river-affordable-housing-stock-mill-developer-hamzanlui/84537046007/" target="_blank" rel="noreferrer noopener" data-type="link" data-id="https://www.heraldnews.com/story/business/real-estate/2025/07/15/fall-river-affordable-housing-stock-mill-developer-hamzanlui/84537046007/" data-t-l=":b|e|k|⚑u">the city’s future may be in market-rate apartments</a> like the ones Cordeiro builds and manages. His buildings are upscale and clean, the apartments fully featured and spacious, with in-unit laundry machines, steel appliances, featuring amenities like fitness centers. <a class="gnt_ar_b_a" href="https://www.heraldnews.com/story/business/2025/07/14/fall-river-businesses-see-uptick-in-customers-despite-roadwork/84616276007/" target="_blank" rel="noreferrer noopener" data-type="link" data-id="https://www.heraldnews.com/story/business/2025/07/14/fall-river-businesses-see-uptick-in-customers-despite-roadwork/84616276007/" data-t-l=":b|e|k|⚑u">In places like Commonwealth Landing</a>, the former Quaker Fabric mill that he and partners converted to mixed-use with over 100 rental units on Davol Street in 2017, there’s often dining and retail on the first floor to serve tenants.</p>
<p class="gnt_ar_b_p">Wait a few minutes near any of them, and you’ll see tenants coming and going with dogs.</p>
<p class="gnt_ar_b_p">“Without pets, we would have nobody,” said Cordeiro. “We wouldn’t be able to rent, I believe.”</p>
<p class="gnt_ar_b_p">These apartments cater, in part, to downsizing local older people and a class of young urban professionals moving to Fall River from more expensive cities — often couples who love their “fur babies.” Those cantankerous landlords often didn’t allow pets in their tenements. Things are different these days.</p>
<p class="gnt_ar_b_p">“When you’re catering to that young professional community, you need to be a pet-friendly community,” said Melanie Cordeiro.</p>
<p class="gnt_ar_b_p">Merrill and her cats live in the Benjamin &amp; Nathan Building. Melanie has lived in Commonwealth Landing herself for eight years, has a cat, and all her neighbors are pet owners. “I would say probably 95% of the people that live in Commonwealth have a pet,” she said.</p>
<p class="gnt_ar_b_p">Pet-friendliness has been so popular that they’re leaning in. A new property on Hartwell Street will have a dog-washing station, and they’re looking to partner with professional dog-walkers to work with tenants.</p>

<p class="gnt_ar_b_p">“I think it’s a beautiful thing watching all these puppies walk around,” Anthony Cordeiro said. It&#8217;s not only because each pet is an extra surcharge — he said it creates a community among tenants, which he called his ultimate vision for Downtown Lofts.</p>
<p class="gnt_ar_b_p">“One person talks to someone in another building, and before you know it you’ve got that beautiful chemistry of multiple buildings with people and they’ll make friends across the way,” he said. “That’s kind of the idea.”</p>
<h2 class="gnt_ar_b_h2">Developer has found a need in Fall River and filled it</h2>
<p class="gnt_ar_b_p">On Sept. 15, the Cordeiro Group broke ground on 295 Bedford St. Within 14 or 15 months, what was once a used car lot and auto body shop will become a five-story building with 52 market-rate apartments and a senior center.</p>
<p class="gnt_ar_b_p">By the end of the month, they expect to close on <a class="gnt_ar_b_a" href="https://www.heraldnews.com/story/news/2025/07/08/fall-river-school-hit-by-arson-could-be-sold-to-developer-cordeiro/84511890007/" target="_blank" rel="noreferrer noopener" data-type="link" data-id="https://www.heraldnews.com/story/news/2025/07/08/fall-river-school-hit-by-arson-could-be-sold-to-developer-cordeiro/84511890007/" data-t-l=":b|e|k|⚑u">the former Silvia School property</a> on Hartwell Street. A fire of the long-vacant property led to demolition of one building, but the company will knock down the rest. In its place, another 52-unit building.</p>
<p class="gnt_ar_b_p">By February or March 2026, Cordeiro said, they’ll be setting the foundation for <a class="gnt_ar_b_a" href="https://www.heraldnews.com/story/news/2024/05/09/developer-plans-102-unit-market-rate-building-in-downtown-fall-river/73616976007/" target="_blank" rel="noreferrer noopener" data-type="link" data-id="https://www.heraldnews.com/story/news/2024/05/09/developer-plans-102-unit-market-rate-building-in-downtown-fall-river/73616976007/" data-t-l=":b|e|k|⚑u">two buildings on Hartwell Street</a> where another 102 units will stand.</p>
<p class="gnt_ar_b_p">“It’s all steel. No stick-built,” he said.</p>
<p class="gnt_ar_b_p">Already the Cordeiro Group is among the most successful real estate developers in the city, and its plans for the next four or five years mean even more growth.</p>
<p class="gnt_ar_b_p">Fall River’s population is increasing. This has butted against old housing stock and a drastically low 1.2% vacancy rate. As soon as the Cordeiros build apartments, they’re filled. So they’re making more.</p>
<p class="gnt_ar_b_p">Their growth plans have involved juggling immense sums in capital, and convincing lenders — and the state, and the city itself — that a historically poor Gateway City like Fall River is even worth investing in.</p>
<p class="gnt_ar_b_p">Its Bedford Street building was <a class="gnt_ar_b_a" href="https://www.heraldnews.com/story/news/2025/08/29/fall-river-housing-developer-gets-2-5m-in-state-funding/85873562007/" target="_blank" rel="noreferrer noopener" data-type="link" data-id="https://www.heraldnews.com/story/news/2025/08/29/fall-river-housing-developer-gets-2-5m-in-state-funding/85873562007/" data-t-l=":b|e|k|⚑u">granted $2.5 million in a tax break through the Housing Development Incentive Program</a>, a state initiative to spur the building of market-rate housing in Gateway Cities — the idea being that higher-end housing can revive blighted neighborhoods. Improved neighborhoods attract newcomers to the city, which stimulates more growth. But he said it’s contingent on everyone coming to the table to be part of a project and the growth it’s expected to generate years from now.</p>
<p class="gnt_ar_b_p">“The state won’t even look at you unless the city participates, and so the city needs to do some form of a tax break,” he said.</p>
<p class="gnt_ar_b_p">Though tax-increment financing deals for developers may be controversial for some, he said large-scale development simply cannot occur without them. To make the initial financing possible, the city allows a few years of reduced taxes, and “eventually they’ve got this building that’s just generating revenue — on [what was] a parking lot,” he said. “I always say, if you want to play, you’ve got to get to the table.”</p>
<p class="gnt_ar_b_p">Cordeiro said there are benefits down the line. “You bring in people living here, all of a sudden you’ll see that little bakery shop open up. You’ll see a hair salon open up,” he said. “Bring the market-rate people with disposable income … and then hopefully the commercial people start looking to invest in that area.”</p>
<p class="gnt_ar_b_p">The city is in the midst of <a class="gnt_ar_b_a" href="https://www.heraldnews.com/story/news/2025/01/07/south-coast-rail-will-affect-fall-river-new-bedford-housing-markets/77495841007/" target="_blank" rel="noreferrer noopener" data-type="link" data-id="https://www.heraldnews.com/story/news/2025/01/07/south-coast-rail-will-affect-fall-river-new-bedford-housing-markets/77495841007/" data-t-l=":b|e|k|⚑u">a severe shortage of not just affordable housing, but any housing.</a> Cordeiro said the housing crisis can be alleviated by producing much more supply to meet a soaring demand and encouraging other developers to build, too. He noted that his properties previously held no housing, and in some cases were long-vacant lots.</p>
<p class="gnt_ar_b_p">&#8220;I&#8217;m not displacing anybody,&#8221; Cordeiro said. &#8220;I&#8217;m not taking people out of their homes. I&#8217;m creating homes. &#8230; I&#8217;m bringing new people into the city to reinvig the city and commit.&#8221;</p>
<p class="gnt_ar_b_p">His current and future projects straddle Interstate 195. Cordeiro said he has a vision that mirrors downtown Boston, where drivers who emerge from the “Tip” O’Neill Tunnel wind up surrounded by “beautiful buildings.”</p>
<p class="gnt_ar_b_p">“Imagine coming from New Bedford, or … traveling from Providence,” he said, “you’ve got a tunnel with beautiful modern buildings, beautifully lit, well-maintained. You’ve got a Gateway City, a major entrance into your downtown. Imagine if you could dress that up?”</p>
<p class="gnt_ar_b_p">At Commonwealth Landing, having a building full of people with disposable income has been beneficial for the <a class="gnt_ar_b_a" href="https://www.heraldnews.com/story/news/local/2025/08/05/whats-new-at-the-fall-river-waterfront-food-drinks-and-fun/85525503007/" target="_blank" rel="noreferrer noopener" data-type="link" data-id="https://www.heraldnews.com/story/news/local/2025/08/05/whats-new-at-the-fall-river-waterfront-food-drinks-and-fun/85525503007/" data-t-l=":b|e|k|⚑u">retail in that area:</a> Troy City Yoga, Duke’s Bakery, Barrett’s Waterfront restaurant. Market-rate housing may have started to influence downtown, with local businesses catering to an upscale crowd seeing traffic from tenants within walking distance. Down the street from a garage Cordeiro owns on Sixth Street, Choco-Latte Café is successful, and its owner <a class="gnt_ar_b_a" href="https://www.heraldnews.com/story/business/2025/04/02/fall-river-wellness-center-bath-hause-eyes-fall-debut-what-to-know/82691963007/" target="_blank" rel="noreferrer noopener" data-type="link" data-id="https://www.heraldnews.com/story/business/2025/04/02/fall-river-wellness-center-bath-hause-eyes-fall-debut-what-to-know/82691963007/" data-t-l=":b|e|k|⚑u">is opening a sauna and cold-plunge spa next door</a>. Nobody was living in them,” Cordeiro said. “Now, when I leave, it’s dark but the lights are on. And people are walking their pets, and they’re having fun, and they’re spending time here in the city.”</p>
<h2 class="gnt_ar_b_h2">Developer says there&#8217;s room for more market-rate growth</h2>
<p class="gnt_ar_b_p">On the waterfront, where Commonwealth Landing was what Cordeiro called the catalyst to prove that market-rate mixed-use housing can work in Fall River, <a class="gnt_ar_b_a" href="https://www.heraldnews.com/story/news/2025/08/22/massdot-fall-river-waterfront-roadwork-project-substantially-complete-fall-2025/85765456007/" target="_blank" rel="noreferrer noopener" data-type="link" data-id="https://www.heraldnews.com/story/news/2025/08/22/massdot-fall-river-waterfront-roadwork-project-substantially-complete-fall-2025/85765456007/" data-t-l=":b|e|k|⚑u">the Route 79-Davol Street Corridor project is almost ready to wrap up.</a> By spring 2026, it will have opened 18 to 20 developable acres of land near the MBTA station — acreage that Cordeiro Group is watching closely. <a class="gnt_ar_b_a" href="https://www.heraldnews.com/story/news/2025/07/29/fall-river-seeks-nationwide-developers-billions-in-waterfront-project/85374240007/" target="_blank" rel="noreferrer noopener" data-type="link" data-id="https://www.heraldnews.com/story/news/2025/07/29/fall-river-seeks-nationwide-developers-billions-in-waterfront-project/85374240007/" data-t-l=":b|e|k|⚑u">It’s envisioned to be a new walkable neighborhood.</a></p>
<p class="gnt_ar_b_p">“I’m excited to see how the city’s going to put that out for bid,” Cordeiro said. “The parcels will be ready for development, meaning you’re not cutting into streets, you’re not ripping down utilities. And I would love to play alongside of Commonwealth, because that’s something special to the city right there.”</p>
<p class="gnt_ar_b_p">But they’re not finished filling downtown with new tenants. On a tour of the neighborhood, Deniz Diogo and Melanie Cordeiro showed off how far ahead they’re thinking.</p>
<p class="gnt_ar_b_p">Cordeiro Group owns several plots of asphalt in the area, currently used for parking. Diogo, Cordeiro’s construction superintendent, said all those parking lots are buildable — and in some cases already prepped for utilities.</p>
<p class="gnt_ar_b_p">“We have all these corner lots that hopefully someday we’re going to utilize them for building. Because that’s the purpose of them,” Diogo said. “Still keep a parking level and build on top of that.”</p>
<p class="gnt_ar_b_p">Meanwhile, shovels are in the ground on Bedford Street where Cantin’s Clunkers once had its home, the result of what Cordeiro called six years of planning. It should be filled with new residents by the time it&#8217;s complete. It may be years before Cordeiro Group need to start building over its neighboring lots, but the demand is there.</p>
<p>“This city’s going to pop,” Anthony Cordeiro said.</p>

<p class="gnt_ar_b_p">The Cordeiro Group, led by Anthony Cordeiro, was one of six developers statewide to receive funding from the <a class="gnt_ar_b_a broken_link" href="https://www.mass.gov/info-details/housing-development-incentive-program-hdip" target="_blank" rel="noreferrer noopener" type="link" id="https://www.mass.gov/info-details/housing-development-incentive-program-hdip" l=":b|z|k|⚑u">Housing Development Incentive Program.</a> The program is a state initiative to spur the building of market-rate housing in Gateway Cities.</p>
<p class="gnt_ar_b_p">The funding for Cordeiro Group will go toward building <a class="gnt_ar_b_a" href="https://www.heraldnews.com/story/news/2025/02/24/new-apartments-in-downtown-fall-river-zoning-okd-for-building/79861792007/" target="_blank" rel="noreferrer noopener" data-type="link" data-id="https://www.heraldnews.com/story/news/2025/02/24/new-apartments-in-downtown-fall-river-zoning-okd-for-building/79861792007/" data-t-l=":b|e|k|⚑u">Bedford Lofts, a 52-unit five-story building on Bedford Street</a>that will also contain commercial space and an adult day care center.</p>
<p class="gnt_ar_b_p">“HDIP is the medium that makes market-rate housing happen in Gateway Cities like Fall River,” said Melanie C. Cordeiro, vice president and chief marketing officer for the Cordeiro Group.</p>
<h2 class="gnt_ar_b_h2">What is HDIP?</h2>
<p class="gnt_ar_b_p">HDIP was first signed into law by Gov. Maura Healey in October 2023, and is administered by the Housing and Livable Communities. It provides either local or state tax credits, and is meant to subsidize the construction of market-rate housing as a way of “supporting economic development and promoting neighborhood stabilization” in Gateway Cities, according to EOHLC.</p>
<p class="gnt_ar_b_p">The office said these tax credits have been used to build 1,544 new housing units in 2024.</p>
<p class="gnt_ar_b_p">This funding round, the state is helping subsidize the construction of 829 new market-rate apartments with $15 million.</p>
<p class="gnt_ar_b_p">Cordeiro said Healey’s administration and EOHLC “understand that developers like us as well as others in Gateway Cities need HDIP to make these projects possible. Without it, projects like ours are not economically feasible.”</p>
<p>“We are very appreciative of being the recipient of this $2.5 million award,” she said.</p>
<h2 class="gnt_ar_b_h2">What is the Cordeiro Group&#8217;s Bedford Lofts project?</h2>
<p class="gnt_ar_b_p">The Bedford Lofts project is replacing a former used car dealership that was once the home of Cantin’s Clunkers on Bedford Street, and in more recent times a parking lot, and an auto body shop Jeronimo’s Collision Center on Seventh Street.</p>

<p class="gnt_ar_b_p">The project would add a new building to Fall River’s skyline in a spot that for decades has seen mostly asphalt. It&#8217;s planned to contain an 8,000-square-foot adult day center on the first floor. Floors 2 to 5 would contain four three-bedroom apartments, 13 two-bedroom units, and 35 one-bedroom units. They will be rented at market rate.</p>
<p class="gnt_ar_b_p">The city Zoning Board of Appeals in February granted the project two variances and three special permits to proceed. In recent weeks, the site has been prepared for construction.</p>
<p class="gnt_ar_b_p">At the time, Ken Fiola, executive vice president of the Bristol County Economic Development Consultants, wrote in support of the project, saying the demand for market-rate housing is high in Fall River, thanks to three types of renters: empty-nesters downsizing, young professionals moving into the city, and Fall Riverites upgrading to higher-quality apartments with better amenities than can be found in triple-deckers.</p>
<p class="gnt_ar_b_p">“The project, along with others, will help the community build and diversify its housing stock for economic development and enhance neighborhood stability,” he wrote.</p>

										<content:encoded><![CDATA[<p><span class="ma__rich-text__flame">REVERE</span> — Today Governor Maura Healey and Housing and Livable Communities Secretary Ed Augustus announced $15 million in Housing Development Incentive Program (HDIP) awards to create 829 new homes in six Gateway Cities, kicking off the program’s first funding round of 2025.</p>
<p>The announcement took place in Revere, which is receiving two awards for the overall development of market-rate housing on the former Suffolk Downs site with the Portico 1 and 2 projects. The additional five awardees in the funding round include the Bedford Street Lofts in Fall River, 533 Main Street in Fitchburg, District Square in Haverhill, 484 Merrimack in Lowell, and 17 Pearl in Worcester.</p>
<p>“These HDIP awards are a powerful tool in helping our Gateway Cities create housing and revitalize our downtowns, neighborhoods and underutilized properties,” said <strong>Governor Healey.</strong> “Our expansion of the HDIP program under my tax cuts package has played a critical role in driving the nearly 100,000 new homes that have been built or are under development since we took office. These awards are helping communities build the housing they need, supporting local economies and ultimately making housing more affordable and attainable for everyone.”</p>
<p>“People in Massachusetts are excited to build a life, a career, and a family in our great state, and we know they need reasonably-priced housing options that help them achieve those goals,” said <strong>Lieutenant Governor Kim Driscoll</strong>. “By supporting these exciting projects in six Massachusetts cities, we’re strengthening our communities, creating more affordable housing, and building a brighter future for us all.”</p>
<p>“I’m proud to be part of the Healey-Driscoll Administration, which really grasps the importance of partnering with our communities to build more housing of every kind,&#8221; said <strong>Executive Office of Housing and Livable Communities Ed Augustus</strong>. “HDIP is one of the most effective tools we have to spur market-rate housing development in Gateway Cities. The developments receiving awards today not only create more homes, they are also transformative – restoring pride and helping create the type of neighborhoods where people aspire to live.”</p>
<p>Signed by Governor Healey in October 2023, the annual HDIP program cap was raised to $30 million annually with a one-time increase of $57 million. This resulted in the administration awarding a total of $72 million to create 1,544 new housing units in Gateway Cities in 2024. HDIP is an effective and valuable tool for the state’s Gateway Cities to produce more market-rate housing to support economic development, expand the diversity of the housing stock and create more vibrant neighborhoods.</p>
<p>Today’s announcement follows the recent one-year anniversary of Governor Healey signing the <a href="https://www.mass.gov/info-details/the-affordable-homes-act-smart-housing-livable-communities" class="broken_link" target="_blank" rel="noopener">Affordable Homes Act into law,</a> which was the state’s most ambitious investment in housing in history. This law – combined with the administration’s other initiatives such as <a href="https://www.mass.gov/news/healey-driscoll-administration-announces-first-request-for-proposals-for-developers-under-state-owned-land-initiative" class="broken_link" target="_blank" rel="noopener">converting vacant state-owned land into housing</a>, <a href="https://www.mass.gov/news/healey-driscoll-administration-awards-74-million-to-convert-downtown-boston-offices-into-new-housing" class="broken_link" target="_blank" rel="noopener">commercial to housing conversions</a>, the <a href="https://www.mass.gov/info-details/multi-family-zoning-requirement-for-mbta-communities" class="broken_link" target="_blank" rel="noopener">MBTA Communities Law,</a> creation of the <a href="https://www.mass.gov/news/healey-driscoll-administration-and-masshousing-announce-first-in-the-nation-momentum-fund-commitment-to-build-more-reasonably-priced-housing#:~:text=Prior%20to%20the%20Healey%2DDriscoll,developments%20for%20years%20to%20come.%E2%80%9D" class="broken_link" target="_blank" rel="noopener">Momentum Fund,</a>and sizable increases in housing tax credits and subsidies – <a href="https://www.mass.gov/news/one-year-after-signing-affordable-homes-act-nearly-100000-new-housing-units-under-development-to-lower-costs-in-massachusetts" class="broken_link" target="_blank" rel="noopener">are already delivering results for the people of Massachusetts</a>. As a result, more than <a href="https://www.mass.gov/news/one-year-after-signing-affordable-homes-act-nearly-100000-new-housing-units-under-development-to-lower-costs-in-massachusetts" class="broken_link" target="_blank" rel="noopener">90,000 new homes</a> have been built or are in development since Governor Healey took office.</p>
<p>The Healey-Driscoll Administration is also delivering immediate relief for Massachusetts residents amidst the housing shortage. Over 750 ADUs have been approved by local authorities thanks to <a href="https://www.mass.gov/news/accessory-dwelling-units-officially-allowed-statewide" class="broken_link" target="_blank" rel="noopener">statewide simplification of the permitting process,</a> homebuyers have a clear <a href="https://www.mass.gov/news/healey-driscoll-administration-implements-new-policy-protecting-homebuyers-inspection-rights" class="broken_link" target="_blank" rel="noopener">right to a home inspection</a> and cannot be pushed to ignore potential issues or unexpected expenses as they make a major financial decision, and renters <a href="https://www.mass.gov/news/governor-healey-forced-renter-paid-brokers-fees-end-today" class="broken_link" target="_blank" rel="noopener">cannot be charged a broker fee</a> if they did not hire the broker, saving them money and reducing upfront costs when moving.</p>

										<content:encoded><![CDATA[<p class="gnt_ar_b_p">The Anthony F. Cordeiro Charitable Foundation has awarded $19,400 in grants to five local nonprofit organizations in Southeastern Massachusetts.</p>
<p class="gnt_ar_b_p">The grants, announced Aug. 20, aim to support organizations that provide access to health and mental health services, food and shelter, according to a community announcement.</p>
<p class="gnt_ar_b_p">Since its inception in 2018, the foundation has awarded more than $275,000 to local organizations.</p>
<p class="gnt_ar_b_p">The United Way of Greater Fall River and the Firefighter Wives Association (Fall River) each received $2,500 to support those impacted by the fire at Gabriel House. The United Way is offering program support, including Red Cross response and mental health and recovery services, while the Firefighter Wives Association is providing individual supports such as clothing, food and personal items.</p>
<p>The Veterans Association of Bristol County (Fall River) received $5,000 to ensure three months of uninterrupted food security for its food pantry program, which distributes 20,000 pounds of food to more than 500 veterans and their families each month. The grant will also provide fresh produce to sustain the Harvest for Heroes program, which ensures that fresh produce is incorporated into each cart of food the association provides monthly.</p>
<p class="gnt_ar_b_p">Gnome Surf (Fall River) received $4,900 to purchase equipment to facilitate interactive remote sessions and trainings for its virtual SurFit Social-Emotional Wellness Program. The program is targeted toward neurodivergent, physically disabled and medically complex youth who are unable to access in-person programming and is designed to equip children with skills including mindfulness, movement-based emotional regulation and connection.</p>
<p class="gnt_ar_b_p">Community Connections Inc. (South Yarmouth) received $4,500 to fund a free, six-week outdoor yoga and mindfulness series for 50 to 100 participants and local community members in Fall River, with a focus on those experiencing social isolation, limited access to wellness resources or physical or mental health challenges. The series will feature gentle yoga and meditation sessions designed to reduce stress, foster connection and promote wellbeing.</p>
<p class="gnt_ar_b_p">The grants are funded by individual donations and proceeds from the foundation’s annual golf tournament and gala. This year’s 20th annual Golf Invitational will be held at Lake of Isles Country Club in North Stonington, Connecticut, on Aug. 19.</p>
<p class="gnt_ar_b_p">“Our grantees leave indelible impacts on the communities they serve, and we are proud to support them in their efforts,” said Anthony F. Cordeiro, founder of the foundation. “We would also like to thank our donors, Founders’ Circle members, local business owners, friends and neighbors, without whom our work would not be possible.”</p>
<p class="gnt_ar_b_p">Applications are currently open for the foundation’s second round of funding for 2025. Nonprofit organizations in Southeastern Massachusetts and Rhode Island whose goals align with the foundation’s mission are invited to apply. 										<content:encoded><![CDATA[<p class="x_MsoNormal">FALL RIVER – Property developer Cordeiro Properties has secured financing totaling nearly $10 million Rockland Trust Co. to convert three floors of a 146-year-old former mill building, known as the Merrill Building, to apartments.</p>
<p class="x_MsoNormal">The four story, 30,937-square-foot building at 66 Troy St. is slated to accommodate 36 units. Cordeiro Properties is based in Fall River.</p>
<p class="x_MsoNormal">“We’ve been working with the Cordeiro Properties team for several years on historic rehabilitations throughout Fall River. This project, along with others we’ve worked on together such as Commonwealth Landing and International Ladies Garment Worker Center Building, help address the need for additional housing options on the South Coast,” said James Joyce, commercial loan officer and vice president at Brockton, Mass.-based Rockland Trust. “It’s such a rewarding experience to participate in these meaningful projects of finding new life in buildings with a rich architectural history.”</p>
<p class="x_MsoNormal">Cordeiro Properties has owned the property since 1999. The longtime tenant of the first floor, Southeast Center for Independent Living, will continue its lease.</p>
<p class="x_MsoNormal">This will be Cordeiro’s fifth project involving a historic building that has been converted into mixed-use commercial/apartment properties utilizing historic tax credits within Fall River.</p>
<p class="x_MsoNormal">“We’re thrilled to breathe new life into the Merrill Building by adding 36 market-rate apartments,” said Anthony Cordeiro, CEO and president of Cordeiro Properties. “This project honors the building’s rich history while providing modern, desirable living spaces that meet the needs of today’s residents. We are deeply appreciative of the support of our long-term banking partner, Rockland Trust and Jim Joyce, who are making this revitalization project possible. Together, we’re not just restoring a building; we’re building a brighter future for our downtown.”</p>
<p class="x_MsoNormal">The renovation of the Merrill Building is expected to be completed in early fall of 2025.</p>
<p class="x_MsoNormal">The building will contain 23 studios and 16 one-bedroom apartments. The Merrill Building is located in downtown Fall River.</p>
